Russell Creek Homeowners Association is one of several associations in Plano that have "Russell Creek" in the name, which comes from an actual creek in the area. Our neighborhood is listed on the plat as Russell Creek Phase III and was built in the late 80's and early 90's. Streets included in Russell Creek HOA are Berkeley Ct., Manitowoc Dr., Maywood Ct., Moccasin Dr., Sheila Dr., Swiss Ct. and Todd Dr.

MEETING

The Annual meeting is normally held in January and the date and location conveyed to owners in December. Keep an eye on the "Important Notices" webpage and your mail for information as to when and where.

Dues

As of 1st quarter 2009, dues are $73.50 per quarter. Should you want to send any payments prior to receiving your quarterly statement, please send them to the address above.

If dues are not paid in full, or are not postmarked on or before the last day of the first month of each quarter (January 31, April 30, July 31, October 31), a $15.00 late fee is charged. Liens are filed on homes with $300.00 or more in outstanding dues. If there is a large amount of dues owed, foreclosure proceedings may be pursued.

Rules & Regulations

RCHA is governed by several documents as well as ordinances of the City of Plano.  Documents for RCHA are online as well as filed at the Collin County Clerk's office in McKinney.  They include the Bylaws, Deed Restrictions, and Declaration of Covenants and Conditions.  The Plano Municipal Code of Ordinances can be found online and at any Plano library.

Trash Collection

Our neighborhood's trash collection day is Tuesday. Containers and items should be placed at the curb by 7:00 a.m. and should be brought in by 7:00 p.m. on collection day. For more information contact the City of Plano Solid Waste Department at 972-964-4150 or online. As a courtesy to your neighbors, please store the containers away from the curb and out of site from the street, preferably in the garage or behind a fence.

Yard debris is picked up on Tuesdays as well. Place leaves, clippings, shrub & tree trimmings, and other plant material into yard debris bags. Bags may be purchased at the City of Plano Warehouse, 4100 W. Plano Parkway, for $6 for a bundle of 20. Biodegradable paper bags are also available at retail stores. Any material that won't fit into the bags should be cut into 6 foot or shorter sections. Unpainted and unstained wood and corrugated cardboard is also collected with the yard debris. All of this material is composted by the city, with the finished compost being sold to residents.

The recycling containers are collected every other week, also on Tuesday. Items recycled are newspapers, magazines, catalogs, junk mail, mixed paper, chipboard and boxboard, corrugated cardboard, #1 & 2 plastic, glass jars, bottles, dishes, glasses and vases, steel, aluminum & tin cans. Be sure to leave about two feet of space between the trash and recycling containers so the trucks can pick them up. For more information about recycling check out the Keep Plano Beautiful web page.

Plano offers a free monthly collection of large, bulky items.  For our neighborhood, items should be placed by the curb by 7 a.m. on the Tuesday following the 1st Monday of the month.  The items may extend no further than 6 feet from the curb in a manageable pile no larger than 4 feet high, 4 feet wide, and 6 feet long.

To dispose of hazardous substances such as pesticides, herbicides, cleaners, paint, antifreeze, car batteries, solvents, pool supplies, and automotive fluids, call Solid Waste Customer Service at 972-964-4150 to schedule a chemical collection. Collections for our neighborhood are on Mondays.

Garage Sales

The City of Plano has passed an ordinance governing the duration and frequency of garage sales. Residents are limited to 3 sales in 12 months, each 3 days or less. There also must be 5 days between the sales. A free permit is required, which can be obtained from the building inspection department.
