Charles was born on November 9, 1829 in Kentucky. He came to north Texas with his parents, William and Dycea Kirby Perrin in the mid 1840s. Charles married Mourning Finley on April 18, 1850 in Collin County. He and Mourning only lived in the area a few years before moving west to Wise County, where they are buried.
Charles' land was divided into tracts and sold. The parts that would eventually become RCHA were bought in two parcels by Centennial Homes in April 1985 from Real Earth Corp., Penta Dev. Group, and Plano Carpenter Rd. Joint Venture.
